Fix cross-country (cluster) related issues with quote creation/printing

Ex: BNL. When sales rep is working in Multiple countries, country selection is based on employee country definition in IMPACT. Problem: a quote for Dutch customer contains clauses for Belgium customers because the sales rep is Belgium in IMPACT. Today LBA has to modify the employees country definition in IMPACT when they want to quote in one or the other country.
Solution: All quote parameters must be based on customer country definition in IMPACT.
